The importance of customs in international transport | Logisfashion

Knowing the tariffs and customs regulations of the countries in which one operates or manufactures is essential to bring to fruition the foreign trade of any company. A particularly important aspect for sectors such as fashion and lifestyle, which usually have delocalized production and operate all over the planet.

 

Therefore, at Logisfashion, as a 4PL logistics operator, we reliably know the customs regulations of all the countries in which our clients operate, as well as the changes they are going through, in order to guide them towards quick and effective logistics, which allows them to worry only about what matters most: their business.

 

This is the case of the Harmonized System (HS) from the Harmonized System Committee of the WCO (World Customs Organization), which has already launched its seventh amendment since 1 January of this year. This is the nomenclature used to classify goods marketed worldwide and which in this new reform includes, for example, new subchapters adapted to new product flows, technological advances, and environmental and social issues.

 

European business statistics on international trade in goods within the European Union, regulated by Regulation (EU) 2019/2152 of the European Parliament and of the Council. A change that has also led to changes in Intrastat export declarations, which make it possible to collect information and statistics on the most important movements of goods between Member States or between these States and Northern Ireland.

Colombia also has a new Customs Tariff since 1 January, which is governed by the changes contained in the aforementioned 7th amendment to the HS. This contains approximately 351 amendments to the codes of the tariff subheadings, including the import declarations that are presented to the Colombian Customs Authority from now on which must use the nomenclature indicated in Decree 1881 of 2021, without prejudice to the fact that the nomenclature prior to the time of issuance or approval of the supporting documentation has been used; or that new notes may be created to clarify the scope of the subheadings, for example for textiles incorporating chemical, mechanical or electronic components to add functionality to them.

In Mexico, the Tax Administration Service (SAT) is no longer the body that controls the country’s customs. As of 1 January, full powers have been given to the National Customs Agency of Mexico (ANAM), which will have technical, operational, administrative and management autonomy, as well as fiscal and customs powers and authority.

In the case of Chile, its customs since the beginning of the year have a new National Customs Tariff, also governed by the HS, which incorporates requirements and needs of various public entities to facilitate the monitoring of foreign trade statistics, as well as the control of certain goods, among which are those related to the textile and lifestyle sector.

Panama has also begun 2022 with the implementation of the HS, to adapt to new product flows and rapid technological advances. To train stakeholders in this new standard, the country is holding conferences that allow them to train in order to correct apply these changes.

In Uruguay, for its part, Decree 008/2022 is already in force, which repeals the previous 394/2000 and regulates the obligation to present a licence prior to the import of textile products.
